The PAF SPOW show-cased its capability in this regard. Do other services have this capability as well?

I believe that EOD capability extends to all services to include law enforcement agencies - a common practice. I think most "restrictions" are primarily due to budget constraints.

The army has the EOD Bn. The airforce has EOD unit under the SPOW. Navy has the NAVSOG EOD but especializes on underwater stuff, and the marines of course, they also have their own. But the army has the national role. The EOD Bn is dispersed all throughout the archipelago. The army used to conduct all the trainings, other services just send personnel. Now, the Air force and the marines conduct theirs own training anf of course, the PNP also has their own.
