'People's brigade' to secure GMA for June 12 celebration

Philstar.com - Wednesday, June 10

KORONADAL CITY, Philippines – The city government will deploy hundreds of members of the so-called “people’s brigade” to help secure President Arroyo and other top government officials who would participate in the celebration of the nation’s 111th Independence Day here.

The President had chosen Koronadal as the place to celebrate the country’s day of freedom.
President Arroyo, who will be accompanied by Defense Secretary Gilbert Teodoro and Labor Secretary Mariano Roque, will lead the flag-raising ceremony at the Rizal Park here on Friday.

Mayor Fernando Miguel said preparations are underway for the coming event, which is “the most memorable and grandest affair that will happen in the city.”

Miguel said the deployment of people’s brigade is part of the city’s tight security plan to ensure a peaceful celebration and safety of guests, tourists and government officials.

“It’s a big and grandest event for the city because our special guest is President Arroyo and the holding of Independence Day here. We will be flooding the entire city of our people’s brigade,” Miguel told a press conference here.

The city government had earlier deployed the ‘people’s brigade’ during sports events like the Palarong Pambansa in 2007 that was attended by 12,000 people, including athletes and coaches.

Miguel said he would not issue permits to militant organizations planning protest actions during the arrival of President Arroyo here.

“I don’t want President Arroyo to be insulted that’s why I will not issue permits to them (demonstrators),” Miguel said.

He called on the militants to stop conducting protest actions for the sake of the city.

“Everyone is welcome on that day but be nice,” Miguel said.

All set for 111th Freedom Day activities
By ANTHONY GIRON
June 8, 2009, 5:02pm

KAWIT, Cavite -- It's all systems go for the 111th Independence Day celebration on June 12 at the General Emilio F. Aguinaldo Shrine here, officials said yesterday.

The Shrine is the ancestral home of General Aguinaldo, who led the revolution against the Spaniards and Americans.

Aguinaldo was the country's first president.

The Philippine flag is traditionally raised by top national leaders from at the Shrine's veranda every Independence Day.

Cavite is called country's historical capital as the province is the cradle of the Philippine revolution. Kawit is the birthplace of the country's independence.

National Historical Institute (NHI) officials said Senator Ramon Revilla Jr. will lead the traditional flag-raising and wreath-laying ceremonies on June 12 at the Shrine in Barangay Kaingin.

In the last few years, Vice President Noli de Castro led the Independence Day ceremonies at the Shrine.

An NHI official said the Vice President cannot make it this year as he will be out of the country during the event

Alda Lou Cabrera, provincial public relations officer, confirmed the report that Senator Revilla will lead the Independence Day program at the Aguinaldo Shrine.

Kawit Mayor Reynaldo Aguinaldo, grandson of General Aguinaldo, said the municipality is now ready for the whole-day Independence Day celebration.

Superintendent Michael B. Secillano, operations officer of the Cavite Police Provincial Office, said security measures at the Shrine are now ready to be implemented.

Gov. Erineo S. Maliksi, his son Imus Mayor Emmanuel L. Maliksi, other mayors and local officials of the province and relatives of General Aguinaldo, led by Rep. Joseph Emilio Aguinaldo Abaya, another grandson of Aguinaldo, will join the activities at the Shrine.

Cabrera said special activities were prepared by the provincial government at the Shrine area.

The activities will include a reenactment of the Battle of Alapan in Imus where the Philippine flag was waved for the first time.

Palace readies for nationwide observance of 111th RP Independence Day
By
Jun 2, 2009 - 11:15:51 AM

By Joel C. Atencio

MANILA, June 3 (PNA) - Malacañang on Tuesday said key government agencies are getting ready for the nationwide observance of the 111th Independence Day on June 12.

President Gloria Macapagal-Arroyo will lead the flag raising ceremonies at the Rizal Park in Manila on June 12 but that could be subject to last minute changes, said Cabinet Secretary Silvestre Bello III during Tuesday's briefing at the New Executive Building (NEB) in San Miguel, Manila.

Also with Bello at the briefing was Presidential Adviser for Political Affairs Secretary Gabriel Claudio.

Bello said other flag-raising ceremonies have been set in key places of the country, among which is in Kawit, Cavite where the first Philippine Republic President Gen. Emilio F. Aguinaldo raised the flag at their family residence on June 12, 1898.

We have already begun the Independence Day campaign with the National Flag Days program. Last week, Department of Environment and Natural Resources (DENR) Secretary Joselito Atienza led this year's national Flag Day program at Imus Heritage Park, Cavite as chairman of the Flag Advocacy Committee Chairman,  Bello said.

But the highlight of the Independence Day Ceremonies is the bigger three-day nationwide jobs and livelihood fair which is part of the observance of the Independence Day. We expect 15,000 jobseekers to attend the event, Bello announced.

The Cabinet Secretary said “following the successful Labor Day job fair that hired 10,000 workers on the spot last May 1, the Department of Labor and Employment (DOLE) will conduct a bigger three-day nationwide job and livelihood fair as part of the observance of Independence Day.

The "Kalayaan 2009 Mega Job and Livelihood Fair,"would be held simultaneously in 19 cities nationwide on June 12, 13, and 14 to mark the country's celebration of Independence Day this year.

About 1,000 employers from the private and government sectors including those from the overseas recruitment industry would participate in the mega event.

Bello and Claudio urged jobseekers to register this early for the Kalayaan job fair via the PhilJobnet system as this would give them the opportunity to be placed in the priority list in the job fair.(PNA)

DOLE holds ‘Kalayaan 2009 Mega Job Fair’

Following the successful Labor Day job fair that placed 10,000 workers nationwide, the Department of Labor and Employment (DOLE) will conduct a bigger three-day Mega Job Fair as the main activity during the celebration of the 111th Philippine Independence.

The “Kalayaan 2009 Mega Job Fair” is the biggest nationwide job fair to be organized by DOLE so far, which is held simultaneously in 19 cities nationwide on June 12 to 14 2009. About 1,000 employers from the private and government sectors, including those from overseas recruitment industry would participate in the mega event. The event shall offer about 170,000 job vacancies across industries nationwide.

The first day of the job fair on June 12 would feature government agencies offering 50,000 emergency employment vacancies, including unfilled plantilla positions, covering professional and technical workers and other jobseekers. The unfilled plantilla positions are offered to applicants with civil service eligibility.

Emergency employment for not more than six months in government agencies in 2009 is allowed under Executive Order 782, which provides for the temporary filling up of vacancies in the government using 1.5 percent of MOOE.

The second day of the job fair on June 13 would feature private local companies offering some 70,000. The third day, June 14, would feature recruitment agencies offering some 50,000 sea-based and land-based overseas employment.

Who may join the Mega Job and Livelihood Fairs?

Any job seeker, whether employed, unemployed, underemployed or displaced workers may join the Mega Job Fair. Educational requirements of available job vacancies vary from elementary graduate and high school graduate to college and post college education. Available job vacancies will be sorted by skills requirement/educational attainment so that it would be easier for the job applicants to locate the vacancies that fit their skills qualifications.

What to bring during the Mega Job and Livelihood Fairs?

Job seekers are encouraged to bring as many copies as possible of the following documents when they join the Mega Job Fair to facilitate the submission of required application documents by prospective employers:

1. School diploma/transcript of record

2. Resume

3. Certificate of employment (if applicable or available)

4. ID photo

5. Civil Service Eligibility (if applicant wants to apply for plantilla positions in government agencies)

How to join the Mega Job and Livelihood Fairs?

Job seekers wanting a productive participation in the forthcoming “Kalayaan 2009 Mega Job Fair” may pre-register online by visiting the Phil-Jobnet website at www.phil-job.net or the Department of Labor and Employment website at www.dole.gov.ph. Pre-registration would save the job seeker 20-30 minutes queuing time, which he or she would have otherwise consumed in filling-out the customary registration form during the job fair.

Two lanes will be established at the job fair registration area—1) the pre-registered applicant lane; and 2) the walk-in applicant lane. Pre-registered applicants or online registrants with active Phil-JobNet account will be issued with a proof of registration. On the other hand, walk-in applicants, particularly those who have no Phil-JobNet account, are advised to come early to register and secure a proof of registration from the staff manning the registration booth.

To ensure the orderly conduct of the Mega Job Fair, all job seekers must follow the procedures indicated below:

For “walk-in” applicants or job seekers with no active Phil-JobNet account

1. Secure a National Manpower Registry System (NMRS) Form from the Registration Booth.

2. Fill-up the NMRS Form and ensure that the required information is provided. Print all entries legibly and refrain from writing abbreviations.

3. Submit the accomplished form in the Registration Booth and get a priority number.

4. Proceed to a workstation for encoding of jobseeker profile and issuance of a proof of registration or a registration card.

5. Proceed to the Vacancy Shopping Area and list the job vacancies that match with the applicant skills and qualifications. Applicants must also list the names of establishments with the corresponding booth number for easy reference.

6. Go to the employer booth for interview.

For pre-registered applicants or job seekers with active Phil-JobNet account

1. Proceed to the lane designated for pre-registered jobseekers for verification of identity and issuance of proof of registration.

2. Proceed to the Vacancy Shopping Area and list the job vacancies that match with the applicant skills and qualifications. Applicants must also list the names of establishments with the corresponding booth number for easy reference.

3. Go to the employer booth for interview.

What are the other activities during the “Kalayaan 2009 Mega Job and Livelihood Fairs?”

Aside from the job fair, a livelihood fair is also organized for individuals wanting to be entrepreneurs or self-employed. Showcasing of livelihood products by the beneficiaries of the livelihood programs of government agencies will be done near the job fair area.

Other services available during the Fairs are:

1. Diskwento/Food Caravan (DOLE, DTI)—participating companies will offer their products at discounted prices

2. Trade Exhibits (DOLE, DTI, DSWD)—showcasing of products for trade or sale

3. Technology and Skills Demonstrations (DOST, Tesda)

4. Legal Services (DOJ, DOLE)

5. Medical Services (Red Cross, AFP)

6. Housing Clinic (HUDCC)

7. Libreng Tawag sa OFWs (Globe Telecom)

8. LRT/MRT Free Rides (DOTC)

A One-Stop Pre-Employment Services Area is also established where the job seekers could secure the basic pre-employment documentations like SSS Identification Number, NBI clearance, TIN, PhilHeath ID, and passport application processing.

Finally, all concert manias are invited to attend the June 12 free concert at Rizal Park, featuring well-known artists in the country like Charice Pempengco. A tribute to Francis Magalona. will also be held during the concert. This activity will surely entertain all jobseekers after a day’s full of job-hunting activities.

Freedom Day free services, jobs for Filipinos at Rizal Park

June 08, 2008 00:57:00
Christine Avendaño
Philippine Daily Inquirer

FOR THE FIRST TIME SINCE President Arroyo came to power in 2001, the government will skip the traditional Independence Day Parade.

For the 110th Independence Day celebration on June 12, the Arroyo administration intends to “bring the government closer to the people” by offering services and even freebies to provide relief in these difficult times.

At the Rizal Park in Manila and other places nationwide, the people can avail themselves of “Republic Service, Tungo sa Ganap na Kalayaan at Kaunlaran,” which will offer such services as medical and dental care, as well as job, microfinancing, housing and livelihood opportunities.

To make the government’s presence even more palpable, members of the Cabinet will be deployed to areas “with historical significance” across the country to offer the services of their respective departments and agencies.

“President Macapagal-Arroyo has ordered us to go down to the people and reach the masses and help improve the delivery of basic services, especially our programs to mitigate hunger and poverty,” Presidential Management Staff Secretary Cerge Remonde said.

The services will include treating children to a day at the mall, feeding programs, free eye surgery, free haircuts and free rides on the MRT and LRT.

Remonde said Ms Arroyo actually wanted to sustain these efforts even after Independence Day.

Sentro K3

Instead of the annual parade, the government will put up Sentro K3 (“Kagalingan, kaisahan at kalayaan ng bayan”) at Rizal Park and “replicate” it in people’s parks and provincial and municipal halls nationwide.

Sentro K3 will have a soft opening at 3 p.m. tomorrow and will be operational on June 10-12, according to National Historical Institute executive director Vic Badoy, who heads the technical group in charge of this year’s Independence Day preparations.

It will serve as a “one-stop shop” of services involving jobs, housing, health and investments, among others, Badoy said.

The health department will offer job prospects; defense, medical and dental services; trade, the best of the Philippines’ products in its “One Town, One Product” program; and agriculture technology transfer programs as well as free seedlings.

“The group Go Negosyo will put up an outlet where people can take advantage of its lending programs,” Badoy said.

He said the Land Transportation Office would put up a booth where people could have their driver’s license renewed.

Badoy also said free local and overseas calls would be offered by private telecommunication firms.

“[These] only show the concern of the government for the people, and we are inviting the private sector, including those who have more in life, to help in this effort,” he said.

Starting at 7 a.m.

The Independence Day celebration will officially start at 7 a.m. on June 12, with the President and other ranking officials leading simultaneous flag-raising activities nationwide.

Ms Arroyo is to unveil a marker where the Philippine flag will be hoisted 24/7 “rain or shine,” according to Badoy.

She is to deliver her Independence Day speech at the Rizal Park and later proceed to Sentro K3.

Badoy said that on June 12, there would be free park tours, free entrance to the National Museum (which usually charges P300), a live telecast of the TV program “Eat Bulaga” near Sentro K3, a skydiving show courtesy of the Armed Forces and a silent drill by the Philippine Military Academy, and a fireworks display.

“The activities at Luneta will be an all-day-long thing, and there will be no letup in entertainment—both cultural and modern presentations,” he said.

First rigodon since 1981

As she has done in past Independence Day celebrations, the President will host a reception for the diplomatic corps in Malacañang where, for the first time since 1981, a rigodon de honor will be performed.

Twenty couples, composed of representatives of the Cabinet, legislature, military, local governments and the cultural sector, will take part in the rigodon.

Among the dancers named were Trade Secretary Peter Favila and US Ambassador Kristie Kenney, former Sen. Vicente Sotto III and Mons Romulo-Tantoco, Agriculture Secretary Arthur Yap and Lani Mercado, and former AFP Chief of Staff Generoso Senga and Rep. Rachel Arenas.

Flag-raising rites

Vice President Noli de Castro will lead the flag-raising ceremony at the Emilio Aguinaldo Shrine in Kawit, Cavite.

The other officials and their flag-raising assignments are:

Senate President Manuel Villar and Secretary Favila at the Pinaglabanan Memorial Shrine in San Juan City. (Favila will then treat schoolchildren to breakfast and lunch and take them on a tour of the Science Discovery Center at the Mall of Asia in Pasay City.)

Speaker Prospero Nograles and Presidential Legislative and Liaison Office Secretary Jake Lagonera at Malolos, Bulacan. (Lagonera will then lead a medical/dental mission and milk and food-feeding program with congressional spouses at the Center Food Processing Area.)

Chief Justice Reynato Puno and Transportation Secretary Leandro Mendoza at the Katipunan Monument in Caloocan City. (Mendoza will then lead the groundbreaking of the MRT-LRT loop closing, and invite commuters to free rides from 7 a.m. to 9 a.m. and from 5 p.m. to 7 p.m.).

Defense Secretary Gilberto Teodoro at the Mausuleo de los Veteranos de la Revolucion at the Manila North Cemetery. (He will then go to Smokey Mountain to oversee a cleaning drive and offer free haircuts for male residents, courtesy of trained soldiers.)

Executive Secretary Eduardo Ermita at the Marcela Agoncillo historical landmark in Taal, Batangas. (He will then distribute 300 bicycles under the Bike to School Program).

Press Secretary Ignacio Bunye in Calapan, Oriental Mindoro. (He will then award the winners of an essay-writing contest organized by his office.)

Wreath-laying, other assignments

Among those who will attend commemorative rites at Rizal Park are Remonde, Metro Manila Development Authority Chair Bayani Fernando (who will then lay a wreath at the Andres Bonifacio monument in Tondo), and Education Secretary Jesli Lapus, chair of this year’s celebrations (who will then lay a wreath at the Mabini House of the Polytechnic University of the Philippines).

Social Welfare Secretary Esperanza Cabral will go to Pugadlawin in Project 8, Quezon City, and then distribute conditional transfer cards and school supplies to 150 schoolchildren in Payatas.

Public Works Secretary Hermogenes Ebdane will visit the Isabelo Abaya Monument in Candon, Ilocos Sur, to commemorate the Cry of Candon of 1898. He will then oversee the hiring of impoverished residents of 42 barangays for road maintenance jobs.

Secretary Silvestro Bello of the Office of the Presidential Adviser for New Government Centers will go to Santiago, Isabela, and award scholarships to children of farmers and fisherfolk, among others.

Agriculture Secretary Yap will raise the flag in San Isidro, Nueva Ecija, and then lead a multi-town caravan under the Fields program. With a report from Margaux C. Ortiz
