Alternative bullet-proof ceiling materials

With all the stray bullet incidents in the last New year's eve/day celebration, where most of the victims were just inside the peace of their homes, do you have any alternative/cheaper suggestions on how to beef up the people's poor homes' ceilings?

Talking about a poor man's home, it has single roofing, walang kisame (that's why it is easy to install the solar bulb). At times from scrap materials. Single walling from plywood, lawanit, cartons, plastic, used tarpaulines and other light materials that could at least provide shelter and privacy.

Since most came from scraps, double the materials for the roof, like used tires cut-up like shingles. Double walls with inserts in between. Now problem would be fire.

Best would be encourage those poor people to move on communities like those created by Gawad Kalinga. And the not so poor and working, be a member of PAG-IBIG and apply for a housing loan and live on a real house. :thumbsup:
